Hacker Sovereign II Radio untested

Got this Hacker Sovereign II radio, still in the box, never actually turned on. Looks like someone’s messed with it to plug in a power adapter, but I’m not sure what voltage it needs — could be a bit of a risk to use. Doesn’t seem to work properly, but I’m not sure if it’s just the mods or if it’s broken. I’ve got a few other things up for grabs if you're interested, so let me know if you'd like to take a look.
